EDUCATION

Education is the most important investment we can make in our future. Senator Hoffner is committed to strengthening Delaware’s schools, supporting teachers, easing the financial burden on families, and expanding opportunities so every student has a fair shot at success.

Strong schools are the backbone of a strong community, and investing in education is essential to our children’s success. While Delaware has a solid foundation, there is still significant work to be done to ensure every student has access to the resources they need to thrive.


As a mother of two, Senator Hoffner understands the real costs families face, even in public schools. School supply lists continue to grow, and too many teachers are forced to purchase classroom materials with their own money. These expenses add up quickly, especially for families with multiple children, placing unnecessary strain on household budgets.


Senator Hoffner is committed to being a champion for students, families, and educators by strengthening support where it is needed most.

Senator Hoffner supports targeted investments that improve educational outcomes and expand opportunity, including:


  • Expanding universal pre-kindergarten so every child gets a strong start
  • Raising salaries for teachers and essential school staff
  • Investing in arts and after-school programs that keep students engaged
  • Expanding apprenticeships and technical training for modern careers
  • Restoring state support for Delaware’s public colleges and universities to help reverse rising tuition costs


She also believes access matters just as much as opportunity. Every eligible child must have reliable transportation to get to school and educational programs, because no system works if students can’t get there.

HEALTHCARE

Healthcare is about people, not profits. Senator Hoffner is committed to ensuring every Delawarean can access affordable, quality care without fear of financial ruin.

Healthcare should be about caring for people and treating their symptoms, not maximizing profit. Over time, our healthcare system has shifted toward a for-profit model that too often treats patients like customers instead of people in need of care.


Rising healthcare costs are forcing families to make impossible choices. Many Delawareans delay seeing a doctor when symptoms arise or forgo treatment altogether because they simply can’t afford it. No one should have to weigh their health against their household budget.

Healthcare should never put people in financial ruin. Senator Hoffner believes access to quality care must be available to everyone, regardless of income or background, and that patients should be treated with dignity, especially during life’s most difficult moments.


She supports expanding affordable coverage options, including universal healthcare models such as Medicare for All, to improve both the physical and mental health of our communities. By prioritizing people over profit, Delaware can build a healthcare system that works for everyone.

CONSUMER PROTECTION

In 2024, Senator Hoffner sponsored Senate Bill 299, legislation designed to reinforce ethical standards and protect the public’s trust by strengthening safeguards against conflicts of interest and self-dealing in state government. 


Consumer trust is essential to a healthy democracy and a strong economy. When public officials abuse their positions for personal gain, it erodes confidence in government and undermines the systems meant to serve the public.


Senator Hoffner believes Delawareans deserve transparency, accountability, and ethical leadership from those in power. Government should work for the people - not special interests, insiders, or those looking to exploit public office for personal benefit.

In 2024, Senator Hoffner sponsored Senate Bill 299, legislation designed to reinforce ethical standards in state government. The bill strengthens safeguards against conflicts of interest and self-dealing, helping ensure public officials are held to clear, enforceable standards.


By closing loopholes and strengthening ethical guardrails, this legislation helps protect the public’s trust and reinforces the expectation that public service is a responsibility, not an opportunity for personal profit.

Energy and environment

Protecting Delaware’s environment means protecting our health, our communities, and future generations. Senator Hoffner supports practical, forward-looking policies that reduce pollution, expand clean energy, and safeguard our land and water.


Delaware is already feeling the effects of climate change and decades of pollution. Our natural resources, including clean water, have been harmed by long-term environmental damage and reliance on a fossil fuel–dependent energy system.


These challenges are not abstract. Pollution and environmental degradation directly affect public health, community well-being, and the long-term sustainability of our state. Protecting Delaware’s environment means addressing these issues now, before the costs grow even higher for families and future generations.

Senator Hoffner supports expanding clean, renewable energy sources like solar and wind as part of a responsible transition away from fossil fuels. Clean energy reduces air and water pollution, improves public health, and limits harmful practices such as drilling and fracking.



She believes Delaware needs strong, practical environmental legislation that protects our land and water while creating a sustainable path forward. By investing in clean energy and commonsense environmental protections, Delaware can protect both its people and its future.

Housing and homelessness

Housing is a human right. Senator Hoffner is committed to ensuring every Delawarean has access to safe, affordable housing—because stable housing is foundational to health, economic security, and strong communities.


Delaware faces a serious shortage of affordable and available housing, particularly for the lowest-income renters. Seniors make up nearly half of all extremely low-income households, and too many families are struggling to remain in their homes as housing costs continue to rise.



The COVID-19 pandemic underscored the direct link between housing and health, exposing how housing insecurity destabilizes families and communities. When people are forced from their homes, the ripple effects are felt across public health, economic stability, and community well-being.

Senator Hoffner supports expanding affordable housing options, protecting renters from unnecessary displacement, and ensuring fair access to housing regardless of race, sexual orientation, or gender identity. She believes homeownership can be a critical pathway to long-term stability and stronger neighborhoods.



As a State Senator, she has worked to advance right-to-representation protections for renters and secure federal housing resources, including funding made available through the American Rescue Plan Act. By investing in housing programs and strengthening tenant protections, she is committed to keeping seniors, veterans, and low-income families safely housed.

RIGHTS and FREEDOMS

Rights and freedoms are not negotiable. Senator Hoffner is committed to protecting civil rights, personal privacy, and equal treatment under the law, so every Delawarean can live with dignity, safety, and opportunity.


Generations after the founding of our nation, too many people still face discrimination and unequal treatment under the law. While civil rights protections exist, they are not always enforced evenly, leaving marginalized communities vulnerable.



Senator Hoffner believes bigotry and systemic inequality must be addressed on multiple fronts. That includes educating the public about the barriers faced by communities of color, LGBTQ+ individuals, and women, as well as confronting disparities in education, healthcare, housing, and the criminal justice system..

Senator Hoffner is committed to protecting the rights and dignity of LGBTQ+ Delawareans and ensuring that sexual orientation or gender identity never determines someone’s access to opportunity, safety, or justice.



She also strongly supports reproductive justice and women’s rights, believing that deeply personal healthcare decisions should be made by individuals—not politicians. Protecting the right to privacy, access to comprehensive healthcare, and freedom from discrimination is essential to ensuring all women can participate fully and equally in society.

CRIME AND PUBLIC SAFETY

Public safety depends on fairness, accountability, and equal justice under the law. Senator Hoffner believes communities are safest when the justice system treats every person with dignity and protects against injustice.

Public safety is rooted in fairness and equal treatment under the law. While civil and racial rights are protected by statute, they are not always enforced evenly, contributing to disparities in how communities experience the criminal justice system.



Senator Hoffner believes educating the public about systemic inequalities—including unequal access to resources and disproportionate involvement in the justice system—is essential to building safer, more trusting communities. True safety depends on accountability, transparency, and justice for all.

Senator Hoffner sponsored Senate Substitute Bill 3 for Senate Bill 169, legislation that helps ensure individuals who were wrongfully convicted receive financial compensation to support their recovery and successful reentry into society.


She believes a fair justice system must correct its mistakes and provide meaningful support when harm has been done. By strengthening accountability and protecting due process, Delaware can promote both public safety and public trust.
